Did you not read the part about exposure?
That includes knowledge of actual ground situation - expats who come in once every three years or live in a cocoon of whatsapp are not getting exposure.

Might help to really look at the definition of the word.

For e.g. those having sympathies to the Afghans may not have exposure to their actual higher percentage in both criminal and anti Pakistan activities both while living in PK and abroad.

The more obvious installations are still in danger -
The not so obvious ones however even folks inside SPD may not know they just drove past a SPD site.

My experience with one nearly two decades ago made the OBL house look like an obvious target compared to this SPD one which was in such a "WTF is this doing inside this completely unassuming place" that I was shocked to find what was inside.

Although at times if you find a lazy security guy he will be exposing his ear piece and then you know.

On the other hand, the terror threat is very much alive - and unfortunately due to ethnic and our lax attitude towards Afghan's the staging areas can be well behind security zones.

Part of it also is issue with regular LE and processes - many citizens including of Pashtun ethnicity will go to a police station to point out someone suspicious and the folks there could not care less unless they are making money of entrapping young men in fake drug charges off their night checkposts.
