What's wrong with his claim? Systematically dismantling the Taliban state's infrastructure is more materially beneficial than even its leadership, it's one step above and a smart choice. They recognise the overall problem which is Afghanistan - leaders which come and go - are the secondary issue.

This probably means Pakistan may decide to strike leaders soon too if it deems it valuable

That part seems to be speculation on his part because of a confirmation bias. We don't actually know, and the Taliban could be evacuating them itself after the first couple strikes.
