China warned on Monday, citing recent UN reports, that terrorist groups such as ISILK, AlQaida, ETIM, and TTP remain active in Afghanistan, posing "a serious threat" to the country and its neighbors. “We call on the Afghan side to recognize the grave harm posed by terrorism, strengthen counterterrorism cooperation with regional countries, and resolutely eliminate all terrorist forces operating from Afghan territory,” Chinese envoy Fu Cong told a UN Security Council meeting on Afghanistan.

That sounds like an advice not a solution. I know what army should be doing and what it shouldnt, the question was about how to handle Afghanistan. So, again, what solution are you suggesting?

As long as army will run the show, no solution is possible.
So, in the presence of a self-defeatist system solutions won't work.
But to start with we need to know:
Who settled TTP in Pakistan?
What happened to fence?
Who did not eliminate TTP while USA was in Afghanistan?
Create problems to keep relevance.
