I think Pak is doing it in a systematic way. Removing the top leadership of the adversary at the start of war is not a good idea. Sri Lankan forces let Velupillai Prabhakaran, the LTTE chief, go alive several times when he could be eliminated for sure for a reason. It is much harder to deal with autonomous splinter groups than beating an organized enemy. It keeps the enemy's structure intact (and visible) and also gives crucial clues what the enemy is going to do next. If the enemy loses its nerve then the its central leadership surrenders in a better way.if Habitullah is taken out +/-, the prime targets should be Abdul Salam Hanafi (Deputy PM), Amir Khan Mutaqi (FM), Sher muhammad abbas stanakzai ( Deputy FOreign Affairs minister), and Maulvi Noorullah Noori (minister border and tribal affairs).
