Shouldn't be more expensive than what we are already have to spent on security. New population center can be build with proper security planning that'll be easy to manage. May be just populate them along just 1 straight road. Such cities are way more cost effective and easy to send them supplies.the problem with this place though great is that it is Expensive as you said, and we are broke.
I have one solution for this. But it is expensive.
How about instead of this spreaded village system with no facilities, no educational and health infrastructure,, we consolidate whole population of Baluchistan in 20-25 cities (or major towns), properly planned and linked to the infrastructure. This way you won't have to cover each and every inch of 347000 sq.km to save lives.

That sound good on paper but Balochistan biggest GDP contribuitor is livestock and that isn't possible in urban centers. So there will be many who migrate to urban areas but many will stay behind for economic reasons. With devolution of power to local level basic health, education facilities are possible in far flung areas.
