the problem with this place though great is that it is Expensive as you said, and we are broke.
Shouldn't be more expensive than what we are already have to spent on security. New population center can be build with proper security planning that'll be easy to manage. May be just populate them along just 1 straight road. Such cities are way more cost effective and easy to send them supplies.
 
I have one solution for this. But it is expensive.

How about instead of this spreaded village system with no facilities, no educational and health infrastructure,, we consolidate whole population of Baluchistan in 20-25 cities (or major towns), properly planned and linked to the infrastructure. This way you won't have to cover each and every inch of 347000 sq.km to save lives.

That sound good on paper but Balochistan biggest GDP contribuitor is livestock and that isn't possible in urban centers. So there will be many who migrate to urban areas but many will stay behind for economic reasons. With devolution of power to local level basic health, education facilities are possible in far flung areas.

Easy. So every town/city you develop could be surrounded by big farms. This is the same system here in NZ and Australia as well. In outskirts of every major city or suburb, you have huge farms covered by sheep's and other animals.
 
The Indo-Israil-Emirati axis is getting overstretched as the Pak representative in the UN has almost declared a state of war over Afganistan. Pakistan's door to negotiation is getting closed. Strangely, the Chinese side, in a rare display, has almost declared the Taliban regime as an existential threat to them...

Looks like geo-strategies in this region are being re-set. It requires redrawing of maps. The silver-lining: it's coinciding with the Muslim awakening regarding developing military muscles. Even the MENA folks now understand they need to get the next level of strategic thinking. Historically speaking, this region, unfortunately, constantly requires blood to set it right......
