These aren't the plains of Punjab or Sindh that are simple to fence.. Moreover when there is high motivation from both sides to cross it then it becomes even more difficult to manage...
1:- no Pakistani Pushtoon isn't crossing the border... Wrong assumption, there is daily smuggling even today by both parties. The network is deep and in some places tolerated to maintain local support.No common pakistani pashtoon is crossing border to go to Afghanistan. Afghan citizens and terrorists from both sides are only the one crossing border. There is no motivation among common pashtoon of KP and Pakistan to go to Afghanistan.
And please. Terrain is an issue but when you have business worth more than $10+ billion and have defence budget of 10-12 billion dollars. Then you need to justify that allocation and you need to manage it. Otherwise just slash the defence budget and leave it on Allah (just like these days we have).
And if border can not be controlled and properly maintained. Then people of KP in their villages will have 50 armed men knocking on their doors asking for shelter and food by threatening them and locals will have no option but to comply. And then army will come and they will arrest the same villagers for sheltering terrorists.

1:- no Pakistani Pushtoon isn't crossing the border... Wrong assumption, there is daily smuggling even today by both parties. The network is deep and in some places tolerated to maintain local support.
2:- " Terrain is an issue but when you have budget ", what do you even mean by this ? Does budget change the ground realities ? A 1 trillion dollar budget couldn't help the U.S occupation same goes for IOK... Throwing money doesn't solve all your problems... I think you knew that.. but couldn't avoid it out of habit....
3:- That's why you need an effective policing force but neither the provincial govt is ready to invest nor take help from Federal because you know why...where it has tried to bolster the police, it has failed and weapons ( such as drone jammers ) have even ended up in Taliban hands...
Policing varies from district to district and their strength and effectiveness depends upon local support...
Peshawar has fairly good policing..
Swat has good policing and this is due to firm rejection by locals to support Taliban...
Swabi, Mardan, Charsadda and Nowshera have good policing...
Kohat, Karak and Laki Marwat are pro Pak districts with heavy fighting...
Bannu was a swaying district but Talis have tightened the grip...
DI Khan was also a safe district but since removal of check posts has become hot area...
Mainly areas bordering Waziristan are becoming unstable...

Because it means if both Pakistan and Iranian borders and ports are closed then Afghanistan has a big problem
