I must say that you know nothing about China. This is a very harsh statement, but I can't find a better way to express it. I don't mean to offend.

There is a newspaper in China called "People's Daily". It is the core propaganda channel of the CCP. This newspaper completely represents the CCP and the Chinese government.

In China, all super bosses will read this newspaper frequently. If you can understand its meaning, you will make huge profits in future business activities. If you can't understand it or misunderstand its meaning, you may face a disastrous defeat.
This is the basic rule of Chinese business activities. Whether it is Chinese or foreign companies, they must do this. Many bosses of large foreign companies investing in China will study this newspaper in depth. (Only very large bosses will read this newspaper.)
The premise of being able to understand this newspaper is that you must study Chinese politics in depth.
All local governments in China will also read this newspaper for a long time. But the degree of understanding is different.

Let me put it from another angle.
If you can fully understand this newspaper, then you can easily make huge wealth in China. How much you can understand depends on how much Chinese political wisdom you have.

If Victor Gao had enough Chinese political background and Chinese political wisdom, he would not have relied on selling red wine online to make a fortune.

As like this through Mr Gao the Chinese can say a lot of things that they can't say officially and still maintain an air of deniability.
Just look at the no. Number of interviews he gives on a daily basis. Knowing how tightly China controls the media, if they had issues with Mr Gao they would have pulled him off air long ago.
All Govt around the world use this tactic and usually have multiple unofficial spokesperson.
China has been late to use this tactic, specially to the English speaking world. But better late then never.
