If PA really wishes to secure the Af-Pak border (perhaps it doesn't), it needs to raise a rapid reaction force (a modernised FC perhaps) to intercept infiltrators. It needs to reactivate the fence it built, have little fortifications every 5 kilometers or so to house the rapid reaction force equipped with a mixture of MRAPs (1100-1200 units armed with 80 and 120mm automatic mortars and RCWS), a network of ground surveillance radars and E/O sensors, 50-60 light attack helicopters like the Korean KAI LAH, and a fleet of small surveillance drones.

The CAPEX for this is approximately $3 billion (assuming a light attack helicopter unit cost of $25 million and an MRAP cost of $0.65 million). The OPEX should be an additional 2-3% of the current defence budget.

The US was trying to nation build, and got bored. They didn't get their asses handed to them, considering they won every single engagement they fought. They simply chose to leave, but had the resources and political will to stay longer. Remember, the US leaving was considered controversial in the US political landscape, them staying was considered normal.

Pakistan's border with Afghanistan has been heavily fortified, and while it's not perfect, it's done it's job fairly well. Pakistan DOES have the capability to flatten Afghanistan.

Assassinations wouldn't have the same impact, how do I know? Because Pakistan has tried to assassinate HVTs to send a message. It didn't work.
