Yes, it's present in all artillery systems, but its effect is more pronounced on self-propelled systems since towed guns tend to enjoy the most stable firing platform, with a low centre of gravity, a rigid gun carriage, and usually the least restriction on recoil distance, which allows them to mitigate the random motion to the best of their abilities.

Tracked systems have a higher centre of gravity, but have a higher contact area with the ground surface as well as greater mass and thus inertia for the random impulse to overcome, in a sense delaying deviation due to the recoil impact.

Wheeled SPH systems have the most challenges to overcome, they tend to have a high centre of gravity, low overall mass, are connected to the ground primarily by a few wheel axes, and each individually would bear more impact and suffer the most deformation, subjecting the platform to tilt or torsion, thus affecting gun alignment.
