all of those things you mentioned require a form of taking a satellite into space...

can you explain in detail one application of space technology you have in mind that doesn't involve needing a space launch vehicle to launch something into space or orbit

you can get a whole bunch of countries to put a satellite for civilian purposes (may be not Iran, but Pakistan should not have any issues)

Yeah you put a satellite in space and you call that a space program. Maybe in 1959 or 1962 that would qualify. Not anymore
