They're behind the US when it comes to lawyers and the litigation industry. Technologically on par, but pulls ahead in a lot of key areas. Especially when it comes to scale

It may be possible to deduce from the sequence of events described whether the intelligence was around Pakistani or Indian plans to escalate.
