If we believe a Indian attack is coming then that is casus beli enough
India may be just strutting around because it feels humiliated, but we can't take that risk
That's why this scenario is so dangerous and India is so stupid for taking this path
I don't think we should act on what we seem to "believe" - however instead of a pre-emptive strike a pre-emptive posture is strategically better. For example:-
1. Declare internationally that Pakistan is going to deal with the Terrorism problem at it's Western Border once and for all.
2. Carry out a couple of nuclear test explosions.
3. Arm and disarm a few Shaheens every now and then, preferably ones with regular payload.
4. Continue the military exercises that we are already doing.
This is just an example to give an idea how such passive aggressive posture can make India and the international community think more than once and perhaps even open up space for diplomacy. It doesn't get rid of the present BJP aggressive mindset and narrative shaping, but it certainly puts in on a leash and buys time - during which procure better offensive / defensive assets.
