If it was pure Ammonium Nitrate it would have to be placed in an insulated drum and heated to optimal temperature ~250°C or a primary detonator.

If it was AFNO, or any other mixture it needs a primary detonator.

In either case, it can't go kaboom by itself, unless the building was already on fire.
