1) Attack on Pakistani airbases will be responded to by an attack through some WMDs on the indian civilian population. Here, WMDs can be represented in many ways. They can be either missiles carrying nuclear warheads or some other technology like (chemical, biological, or radioactive weapons), attacking an area of interest and completely wiping out all life forms in the targeted region.

2) Every attack on Pakistan's armed forces will be responded to directly on the indian civilian population.

These two new rules will give indians sleepless nights. Remember, you have to target the weakness of the enemy, and not their strength.

As others have already stated, Jammu was a muslim majority region before the massacre by Hari Singh. Afterwards, it was not Muslim majority any more.

As for usage of irregulars, Pakistan had no heavy weaponry, no functional air force, and an "army" that was in disarray after the independence of Pakistan was achieved. It wasn't a sneak attack. The regular Pakistani forces couldn't fight in Kashmir due to the fact that British officers from Colonel rank upwards still serving in the armed forces couldn't be expected to fight for Pakistan against their British counterparts also serving in the Indian Army at the same time.
When the Pakistan army was reconstituted under Major General Sir Douglas Gracey he wrested 13,297 sq km territory from India without air support and armor . That sent India howling to the United Nations for help in 1949. That territory Pakistan still holds and it is so strategic that it is the cornerstone of our road and rail communications with our ally China.
