That argument doesn’t hold much water. Internal dissent doesn’t automatically mean that elites would desire a war especially when the costs are vastly higher than any short term political distraction. Any escalation could spiral out of control so if elites indeed wanted war to distract the public, they’d need a quick, winnable one and there’s no such thing between nuclear neighbors.
Before the conflict, the establishment was facing lot of opposition from its citizens.
