The Uttar Pradesh Anti-Terrorism Squad (ATS) arrested Bilal Khan, a resident of Saharanpur, on charges of being involved in a terrorist network linked to Al-Qaeda. During questioning, it was revealed that he was in contact with handlers in Pakistan and was planning violent attacks in the country. Evidence of connections to 4,000 Pakistani phone numbers was found on his mobile phone.

I think you are forgetting the attack on POF Wah Factory, it was a 3 man attack, 2 attackers exploded their vests and 3rd one got scared, later he got caught but the destruction of that attack was huge. So maybe we should look at another angle.

What i want to know is what was the end game here, because clearly this was poorly thought out with a lack of foresight into how it would be perceived by the Intl. community.

No officials have yet linked the attack to or alleged to link it to Pakistan.
