That is actually not true.
There is a detailed post by our senior and well learned member,
@Oscar regarding how at ranges upto 250km and due to Radar Line Of Sight limitations with targets flying at 30k altitude or less, S-400 and HQ9BE both are similar with regards to kill range and performance.
Pakistan has HQ9BE and HQ9P.........the difference is that Pakistani HQ9s are well integrated in overall air defence environment, whereas indian S-400s are not. Which is why HQ9 scored a kill over Kashmir region during May 7th, but S-400 from India failed to score a single hit of any high value target......further once PAF sent CM400s towards S-400, both S-400 batteries at Adampur and Bhuj went silent.
This has been established by Professional and Senior members here on this forum.
S-400 is really not that of a big thing than it is made by Indians. Even PAF AVM during briefing explained.....killing S-400 is not the problem, knowing where it is so you can accurately target is the problem.
