Yeah no a 48N6 would look like TBM on a radar screen I doubt they would want to take that risk trying to use in Surface attack mode especially if they have far better options available, it was likely meant for a fighter since AWACS wouldn't be flying so close to the border, perhaps @side-winder can tell us what it was aimed at.

The reason Russia uses 48N6 time to time is because it can avoid Ukrainian AD because of its speed. PA might have something critical like Balistic missile that India wanted PA to warn about? Its just speculations.
