The warhead failing to detonate is very much possible. Radars are sensitive equipment, it doesn't take much to achieve some level of damage on it. Regarding why any other munition wasn't used depends on the circumstances. It is pertinent to note that India is claiming these hits between May 7th and 10th, both sides likely were content with exchanging fire through drones and other means instead of escalating through missiles in that period of time as far as I know.

Unlike the Indians, the Pakistan Armed Forces didn't sink that low - nor are we interested in targetting their civilians.

Its f#*kups like that (last year) that has landed them in hot waters with all other Nations. Watch their Media (News/Podcast/Interviews) where they clearly say that NO Nation stood by their side.
