I don't think Pakistan will do that. This IWT abeyance is hot air. India neither has the technical wherewithal to hold back water nor does it have a moral, historical or legal precedence to do what its bag of hot air (Modi/Godi) claim.

These two dams are on the Chenab River, which India has illegally ALREADY built reservoirs, so during dry seasons they can withhold water, and when water isnt needed it can be released. Which according to the IWT, the Chenab belongs to Pakistan, but now India has a much larger control over it.

The IWT agreement gave India the right to take water from Chenab. Pakistan agreed. The issue of water being released in excess is something that can be managed, however this is all for after the current skirmish ends.
