I think there are two camps here, one is the Noora camp, nobody knows where he is but his cronies are trying their best to assist his pal, Modi and dilute our response. Other is the Fauji camp, who have clearly coached Bilawal after those disastrous Khawaja Akhama statements, to reflect the true national mood. Anyways, none of them know what GHQ is planning( or already planned), they are just stand-ins when it comes to such scenarios.
