The larger/strategic goal is to establish a new normal that for every terrorist attack, real financial and reputational costs will be imposed on Pakistan Army.

So far, PA has had the ability to cheaply (for a few thousand USD) set up attacks on India in Kashmir and escalate/deescalate based on their wishes.

The new normal is (including taking own losses) to ensure that every terrorist attack in India costs PA a very large sum of money (increased deployments, combat losses) and increased potential for 'losing face' in front of their population. This will make the PA more circumspect and hesitant to launch terror attacks. Though I must acknowledge, PA is already much more circumspect than in the decades past (FATF, sanctions, etc.).
Clearly that has not played out well - we can have disagreements on that but the military response to it has really not done much to any “terror” resources as alleged but more so to civilians.

On the other hand the strike package has been mauled and there is serious doubt now on the capability of the IAF to provide support in case of greater escalation.

The repercussions have been economic and water resources which is the true strategic cost India is imposing.

Read the general sentiment of people of Pakistan. Dont retaliate and further lose respect in the eyes of Pakistanis. I am sure GHQ knows this too.

Plus, we are dealing with a bully who wants to eradicate us. We need to hit them in mainland India as they hit us in mainland Pakistan. We cant create a new normal here.
