As with everything else one must look back at what led to this diminished deterrence value of the state and slippery slope ahead.

Was the retaliation last time around not enough?
Did Pakistan show maximum restraint at a cost to its own deterrence value?

Since new weapons entered the fray, did they tip the balance?
Is the new international climate more conducive to settle old scores and start new conflicts?

A mediocre leadership certainly doesn't help and states globally generally give Pakistan a pass on coming up with such mentally challenged dimwits as leaders of the state... who not only don't understand their domestic landscape, geographical and geopolitical place of the state but the whole international order and how to position themselves... piggybacking on others for a ride along and whenever challenged found out...

India seeks to make Pakistan its nuclear armed piñata, to batter the raucous child everytime something goes wrong in its own place. And take that beating staying still and quiet and don't you do nothing in retaliation cause "Imma beat you again!"

So which is it?
