India has deployed the bulk of its forces along the Chinese border, as China is seen as the far more significant strategic challenge from Indias perspective.

There's a funny video of an Indian journalist, in attempts to downplay Pakistan's standing, claiming this in front of Gen. Musharaf. The General started listing Indian deployments from memory.

Let me take it a step further which will likely piss off some in here. By not retaliating Pakistan in a way is admitting they had something to do with the terror attack that killed 26 Indians. Pakistan was just attacked losing many civilians if Pakistan Gov had nothing to do with the terror attack then what India just did deserves a full force response. Don't pat yourself on the back for shooting down IAF fighters and call it a day that is what you're supposed to do when an enemy attacks you with aircraft.

Pakistan can't let this Indian attack go if Pakistan had nothing to do with Kashmir terror attack.

That's a fairly simplistic and weak argument. Shouldn't be hard to see that there are many considerations involved in this apart from some forced admission of guilt. Why didn't it stop Pakistan from doing what it has already done?
