Don’t mistake the ‘delay in response’ with ‘no response'.
The Pakistani state has defined its positions and goals and there are multiple countries involved to try to defuse a potentially, globally catastrophic situation as the world is starting to see that this time Pakistan is willing to go to any extent to protect Pakistan's lifeline, which is the water flowing into Pakistan. The responses are going to come as the threat perception increases and international mediation would fail, if they would fail.
Going the whole hog and putting the cart before the horse would be stupid. Maybe India indeed wants a war that would cripple Pakistan? Maybe India wants to get some 'concessions' from Pakistan? The mediators are figuring out the end games of both countries.
