Did you read the article that you shared in your post? Even that says that India doesn’t have infrastructure to hold water due to its quantum. The economics of developing one would take decades.
Only causality of the suspension is non-sharing data, that can cause difficulties on the other side to manage this resource efficiently.

Have you read the referenced Times of India article that quotes Jal Shakti minister C R Paatil after he attended a meeting with “senior officials”?

And from the beginning of the article:
