Don't know all the details but keep in mind that by targeting military sites only, Pakistan is already signaling that it won't do what India did by cowardly attacking and murdering civilians. To be fair we may have attacked a couple of hours earlier

Art of war clearly states surprise is one of the main ingredients for success in achieving certain military goal and time of attack is part of surprise. Fajr is the right time, because this is the time when morning breeze flow and cause many to drowse. Normally shift changes after Fajr time ie Around 7 or 9. Actually delaying the response from Pak armed forces was also right decision. Waiting resoponse from enemy needs alertness all the time which will result in stress and this will cause delays in action, or wrong actions.
