We can certainly disagree, but I believe that at least some—though not all—within Pakistan’s establishment see asymmetric tactics as a necessary hedge. From their perspective, it's perhaps the only way to compel India to treat the Kashmir issue as a live dispute rather than a settled matter. It’s a cold, strategic calculation—and it doesn’t necessarily mean Pakistan is always actively seeking conflict.Again, over all a good post but on the bolded part we differ: Pakistan has just started to stabilize its economy and internal political situation and so the last thing Pakistan wanted was to open a hot front with India when Pakistan has been facing major terrorism in Pakistan's western regions. So, no, the Pahalgam attack was either a False Flag by India or was done by disgruntled Kashmiris themselves but the Indian over reaction suggests India had/has larger strategic goals to take advantage of that incident.
I think India is either going to stage something in Indian Occupied Kashmir or may not even need to stage something and launch a massive barrage of missiles into Pakistan to try to neutralize Pakistan's air assets. And there we agree: matter of 'when' not 'if'.
