I don't know the details about India and the GCC trade relations but I suspect it is more than just oil. India does have a larger industrial, pharmaceutical, academia and other infra than Pakistan and BD and I won't blame the GCC to make $ where they can. But simply giving preferential employment to Pakistanis will help Pakistan to get extra several billion $ in remittance every year. It is do-able and quicker than other options in short term and will definitely help Pakistan a lot.
And, as I keep saying, there is an 'opening' provided by India when they stupidly jumped in to support Israel's massacre in Gaza over the last 18+ months. At least on public/street level, Pakistan is perceived as a natural ally in the Arab world and that needs to translate into concrete policies. I believe Indians are acutely aware of losing the tens of billions of remittance from the GCC countries should that happen.
