It's not that

Russia's S400 is integrated into the Russian systems, I forget which they mentioned, but it was a bunch of early warning systems etc etc etc and this allows the Russians to use the S400 to it's full potential and EVEN THEN it's not full proof

The Indians don't have those Russian systems as a result the S400 is limited
