From reading these tender docs, it seems on the surface:

1. The Indian Givt is mobilising NCC training- lots of tenders for .22 rifles, air rifles, targets, range upgrades, indoor shooting ranges, scopes, uniform, consumables and user handbooks for various weapon systems and daily consumables. (Somthing Pakistan should focus on too.).
2. It seems Indian army expended a lot of ammo or is woefully ill-prepared judging by the amount of resupply.
3. Various brigades have tenders open from Jammu, interior India, Indo-Tibet and even West Bengal.
4. There are some high ticket items including one time repair and upgrading of a launcher tube for a submarine, SAM warheads and missile systems.
5. Clearly interior security in IOK is a concern for India - lots of tenders for ammo, submachine guns, anti riot guns, barbed wire.
6. Hospital tenders for MH for consumables and specialised medication, haemostats (to stop bleeding).
7. From the repair tenders it is apparent we have hit and damaged at least two air bases, 30 bullet proof bunkers, one underground atry ammo KOTE(Magaine/storage), several radio towers.

India is spending a lot on an actual war footing. Now you tell me, are these the actions of a nation seeking peace with her neighbouring nations?

On our side, licenses have been banned. The custom duties on anything decent has made prices to go skyrocket. This is high time that licenses are opened and duties to be removed for SDW.

I am but a single person. What does Indian state do in secret? I can not accurately predict.

But there is much simpler reason for them to not do a false flag operation. Nothing in Indian government system remains hidden for even few years. It always comes out one way or another.

Anyone in Indian system trying to do something like Phelgam false flag will end themself.

Already Congress is after the blood of BJP, do you think they will let something like this slip by?

Fundamental difference between India and Pakistan is that level of power armed forces and deep state have over elected leaders. Indian elected leaders hold way more power than their pakistani counter parts over the armed forces and deep state. What it means is, for the sake for electroal politics even state secrets will be compromised.
