Why did the Pakistani military not think about this for the past 20-25 years?

Resources would be one major reason. Plus I believe over-reliance on the nuclear deterrence.
One thing I forgot to say about Pakistan missiles: What if there is tacit agreement between Pakistan and China to launch massive missiles from the Chinese held part of Kashmir. It wouldn't be 'China proper'. There is no way China is going to sit idle and see the Pakistani air defenses and aircrafts destroyed.
