After all you dont get citations for performing at 40 percent of your claimed efficacy. Even though it was the most effective element in your arsenal, it still vastly underperformed expectations. The resulting ceasefire is proof enough. When a party is truly dominant in a face off it gives an ultimatum and walks away. Something that happened today but did not involve India.
