They did not fail---they just ran out of fuel---.

And tomahwak is a low flying missile---so with the fuel run out---it started slowing down and slowing and slowing down and getting lower and lower and lower till they touched the sandy floor with their bellies and then they landed softly on the desert floor---with not a scratch on them---.

Found lying patiently on the desert sand waiting for the pak military to find them and do whatsoever with them---.
 
Highly unlikely Pakistan produces the engines for its missiles.
My own information says they are made in Pakistan. That is exactly the reason why we are promoting and trying to sell Harbah and other missile systems to the world. After we became an expert in these engines only after that these missiles were offered for exports.
 
Designing is easy as it just is a software thing. But etching the chip in nanometer scale is where the problem comes. But, even small scale chip production still needs the same technology of etching as large scale. Although small scale machines with older technology are more easily sold by USA and hence many countries have them, they need regular spares from USA and can produce too few chips in a single cycle as USA intentionally designed it that way to prevent defence use.
A lot of erroneous assumptions are implied by you. Pakistan's technology is advancing daily as we have a huge talent of skiled scientists and engineers you will be surprised as to what Pakistan is making and achieving.

They did not mentioned the range during the parade, it could be more than that.
 
What Pakistan needs is a hypersonic missile of some sort. Pakistan is pretty much covered with ballistic and cruise missiles.

This year's parade included many new systems including Ababeel Weapon System, which is IRBM carrying MIRV payload of 1500 Kg in

8x185KG configurations.
Today's display confirmed it's a 3 stage missile not 2 stage!
