Means your officers corp is massively bloated

Another way to look at it is ...

It means is that you have
a) resilience in your command structure for war time operations and losses
b) you can rotate people to maintain training, home/life balance,
c) you have senior enough experienced resources that can devote their time to strategic war time doctrine formation
d) experienced project to help develop requirements for next generation of procurement who have relevant operational experience.
e) people who have the time can engage with their peers in other navies to garner intelligence

etc
etc
etc.

I can go on, but I won't. Linking number of ships to seniority titles is not appropriate.
 
More Vice Admirals then ships

I used to think this too, but when you look at it, PN has the right number of Admirals compared to other navies. Not forgetting the fact we need senior officers to run Navy related enterprises too and we have quite a large joint command and colleges and defence universities. Not forgetting the fact joint projects (like Hangor) need a senior officer to oversea
We have 28 2 and 3 star admirals. Royal Navy has 31, IN has around 60, Turks have around 30
