these pacts seem more like love letters, wheres the action?
Some action is best done away from prying eyes. I hope they are taking concrete steps to integrate some forces with joint C&C, working towards more interoperability. The strength of an alliance is on how well two nations can work together seamlessly to defend one another.
 
As I mentioned many posts ago that it it highly likely that Saudis would NOT want Turks to be part of this mutual defence agreement between Saudis and Pakistan. Saudis DO NOT want to give Turks any influence in their matters. Frankly Saudis told Turks to buzz off.

It was always clear that the Saudis preferred the bilateral defence pact with Pakistan to remain a standalone arrangement. This is likely due to political and financial considerations, which the Saudis probably wish to confine strictly to Pakistan. They wouldn't want any cost overruns. Also, where Pakistan views Turkey as a reliable security partner, the Saudis are as yet hesitant, possibly due to past frictions between them and Turkey. This, however, does not preclude the possibility of a parallel and broader security framework. There is still a possibility of a trilateral (or larger) security framework, but it would preclude some key features of the KSA-Pakistan agreement.
 
It is said that Pakistan and Saudi Arabia are building a defense alliance similar to NATO. How is this alliance going now? Are Middle Eastern countries willing to join?

Saudis are not going to buy JF-17s for themselves - they will buy it for the Pak-Saudi Defence requirements since if they expect Pakistan to defend them, they have to pay for all the additional equipment and fighter jets for Pakistan Forces deployed in Saudi Arabia.
