That is factually somewhat incorrect
It was Ayub Khan who was the racist and said Bengalis have Hindu blood - and who was the true fermentor of the unrest.

Yahya was an opportunist toady who didn’t hate Bengalis but agreed with west Pakistani elite to “get rid of them” back in 1970 post the cyclone.

Yahya basically inherited the Ayub problem and bungled it up trying to keep power and to continue sleeping with Noor Jehan to his hearts content.
