Memon community has been divesting from Karachi for decades now, largely due to GHQ sponsored thugs of MQM and their bhatta khori and now PPP and their notorious mismanagement and corruption. I know many who've moved their business to places like Bangladesh and Thailand.

Yes, a few of the big wigs went to Bangladesh as well.

Unofficial tax was imposed in the form of bhattas in 80s, 90s, and then the PPP backed goons and then stakeholders changed but the bhatta remained.

I would argue Pakistan's economic malaise is not because of defense spending. We spend almost 2.5X more than defense on retirement of debt related to public expenditures.
Pakistan spends less than 3% on national defense compared to many other countries with much higher spending on defense, yet they are managing their economy fairly well (case in point: Israel, Saudi Arabia etc.).
Pakistan can manage both but it requires painful adjustments to be made in the short to medium term. This is not a zero-sum game for Pakistan.

Please note that I am not blaming defense expenditure for Pakistan's economic ills.

I am blaming the mindset that ignores everything else that must be done to fix all the deeper problems, including the dangerous complacency that flourishes simply because we have a strong defense.

All this is happening under the watchful eyes and general acceptance of the servants of the people, without whose support the current government wouldn't be standing on it's feet.

1- Army and National Defence has set budget

• This never changed even in Imran Khan's Government Era we ended up ordering J10C
• Army also enhanced the Air Defenses , because it is their budget and planning for this aspect

2- Civilian Sector has budget

• Imran Khan Government controlled this aspect
• PTI was more efficient (Human Resource was higher quality)
• Money was saved in KPK , and Province still makes profit
• Extra 2 Billion awarded to Karachi on Emergency basis
• FREE Health Card for Millions across Pakistan !!! First time in our history

Decision to Approach IMF

• During first term of Imran Khan there was discussion about immediate need to build "Water conservation" Dams , which required large amount of finances , in order to resolve water issue for Pakistan

1. Nation wide initiative was launched to collect donation from Pakistani to build necessary DAMs immediately
2. Donation Drives and Pakistani Poured in money for this goal

• IMF sponsoring countries included (Saudi Arabia) who are bound by IMF to ask their friendly nations to approach IMF instead of requesting direct loans

• World Bank and Asian Development bank also had reservation to provide funding for Water Dam projects

• Imran Khan's government initial initiative was to encourage Tax filing and also for oversea Pakistani people to open Roshan Digital Account but this initiative takes time

• Covid placed more burdens on world economies

So all the above factors may be lead Imran Khan Government to approach IMF for short term with intention to Pay down Debt at faster rate after Economy stabilized in 3rd , 4th or 5th year
