new provinces with same faces is not going to yield that much, we do need more provinces but we also need the establishment to "fix" the old rotten lot

Let's do a little gamble.

Leave sindh for now.

Divide the whole country into divisional provinces / administrative units and each gets 3 seats to the senate.

So sindh loses in the senate every time because it only has 3 representatives in the senate.

So you easily get a 2/3 majority in the senate.

But still leaves the parliament.

If Kashmir and GB get declared as provinces, then that dilutes the Sindh card further and less relevant, In the parliament.
