Not a fan of this idea in general
Punjab is doing fine as is, dividing it further would only lead to more mini sindhs and fuedalism
That's the case in every province
Northern KPK keeps the southern weirdos in check
Northern Punjab outweighs the power of fuedal elites of South Punjab thus keeping them in check
Northern Balochistan keeps Baloch nationalism from gaining too much ground

It only doesn't work in Sindh because fuedals have more power than the city folks

We need to find a solution for Sindh by giving power and resources to metros
Do that in other provinces too

But you don't need to create new provinces.

Or re-institute the local-bodies structure in letter and spirit by empowering them without any influence/hand-wringing by provincial governments and you can solve this issue.

Unfortunately, the provincial governments have not been willing to do that so we are at another impasse now.

My only concern would be the overhead cost of managing governments across however many provinces they want. The principle of devolving power to smaller sub-provinces makes logical sense. Unfortunately some people are beholden to the 4 provinces as if those were revealed to us via a divine revelation.

There should not be any referendum on this. Sindhis and Balochi will never ever vote to divide sindh and balochistan. The same will happen on a provinvial level elsewhere in kpk and may be, just may be punjab too. People of South punjab and Hazara will be the only ones who will vote to divide their own province i.e. punjab and kpk but on a provincial level, kpk province will probably override their demand.
However, to break punjab's power on the revenue and national government/assembly, all provinces i.e. sindh, balochistan and kpk will vote to divide punjab.

PPP stalwarts, peers, Makhdoms and the chaudhary of the south punjab have spent decades to propagate to divide south punjab, more vigorously when they are not in power in Punjab or the center. They dont want to divide punjab for the region's development but because they are subdued by nawaz league and zardari party leadership in punjab. They want a share of the pie, nothing else. PPP supports them as a) it gives them another province to manipulate like sindh (douth punjab is more pro ppp than north punjab) and b) It divides PMLN vote bank. Nawaz league will never let south punjab be as voters of the rest of punjab are pro PTai and comparatively tougher to manipulate.

The people of north and central sindh and most, if not all of balochistan will never vote for their betterment as they either do not understand the benefit of a smaller unit or they are controlles or brainwashed by the national (PPP) and the regional parties, or wont be allowed to do so by the people who control their votes and their lives. Anyone who has been to interior sindh or balochistan villages knows very well what I am saying.

Bottomline is that a referendum will be rigged by wadera, sardar, peers, Mehar, makhdooms, saeths and similar ppl with vested interests. Musharaf had a chance, he blew it and the izzat maab, hazrat, hazoor hafiz sb has another chance to do so. He will wash all his bad deeds, if he just creates 3 to 4 more provinces/units

I think it very unlikely that Munir, a Punjabi who is also the head of the Punjabi Establishment is going to dismantle its power base, which is the Punjab province. It is far more likely he dismantles the smaller provinces into even smaller, more manageable entities.

Right now, the only problem is the division of sindh and karachi. Balochistan is a hornet nest and no one would like to touch it now and South Punjab is a low hanging fruit for Hafiz sb. PML-N government is more dependent on him than PPP and will be easier to agree. However, zardari, the president who has to sign the paper, will only play ball if you do not touch its power base, be it creation of Karachi province or division of Sindh.
However, zardari "may" be more receptive if
a)
Hazara province in kpk and a Bahawalpur province is created in Punjab.
This gives him a fighting chance in the new Bahawalpur province.
b)
Sadiqabad tehsil of rahim yar khan district and Rojhan tehsil of rajanpur district (plus a few UCs of Rahimyar khan tensile that link sadiqabad and rojhaan tehsils) are combined with Qambar shahdadkot, kashmore, Jacoabad, Larkana, Ghotki, sukkur, parts of Dadu (Mehar taluka and khairpur nethan shah taluka) and parts of khairpur district ( kingri gambar and khairpur talukas) to form a new province and
Karachi, hyderabad etc are not touched at all.
Why I believe so is because, this will make zardari a king maker for a decade plus/minus, I say this because
1.
It gives PPP hold of both provinces. Sindh via nawabshah aka Benazirabad and zardari family in the new province.
2.
It divides GDA and PPP dissidents power and vote bank, which is a pain for ppp in some districts e.g. Dadu and Ghotki.
3.
It gives zardari family control of a new hypotehtical area that would be rich to plunder e.g. 90% Fertilizer industry of Pakistan and sizable gas reserves.

Long story short, a small win for Pakistan, we get rid of sharif family in near term and then we pray that Zardari soon visits the wife he got rid off. Bilo rani will never be a jackal as zardari or as smart as BB. Karachi will eventually become a new province.
