From IACCS and Project Kusha to a possible Pantsir-S1 layer, India is building an integrated air-defence ecosystem around its long-range S-400 firepower.

Russia has formally responded to India’s requirement for five additional S-400 squadrons, potentially taking India’s planned strength from five to ten. But the bigger story is not simply the number of Russian missile systems India could eventually operate. It is the increasingly sophisticated Indian architecture being built around them.

India gives the S-400 more eyes​

At the heart of this architecture is IACCS, the Integrated Air Command and Control System.
The indigenous Indian Air Force network connects multiple sensors and command-and-control nodes to create a wider air picture. Information can come from ground-based radars, Netra and Phalcon airborne early-warning aircraft and other air-defence sensors.
This potentially gives the S-400 additional eyes beyond its own sensors.

A threat detected by one sensor can be incorporated into the wider picture, allowing commanders to select the appropriate weapon. In effect, the sensor detecting a target does not necessarily have to belong to the system engaging it.

Protecting the S-400​

The S-400 will always be a high-value target during a conflict, as was clear during Op Sindoor. Drones, cruise missiles and loitering munitions could potentially be used to overwhelm or attack its components.
This makes reports of Indian interest in Russia’s Pantsir-S1 particularly significant. The shorter-range gun-and-missile system could potentially provide point defence around valuable long-range assets, allowing S-400 interceptors to be reserved for more demanding threats.

Project Kusha​

India is simultaneously developing an indigenous long-range layer under DRDO’s Project Kusha, or Extended Range Air Defence System. It was successfully tested earlier this year.
Kusha is expected to employ multiple interceptor classes against aircraft, cruise missiles, drones and other airborne threats, complementing systems such as the S-400, MRSAM, Akash, QRSAM and shorter-range defences.

India’s air-defence umbrella​

The emerging architecture therefore extends far beyond one missile.
India is moving towards overlapping layers of sensors, command networks and interceptors, with IACCS helping connect the battlespace.
The S-400 provides the long-range punch. Kusha could deepen the indigenous layer. Shorter-range systems protect the gaps.
But IACCS could be the nervous system holding it together.
In the next air war, the decisive advantage may belong not merely to the missile that flies farthest, but to the network that detects first, decides first and fires first.

This is the most important part: for such drones, higher-value missiles should not be wasted. There needs to be layered protection, with A, B, and C as the final point-defence layers.

As per reports alongwith additional S400 Russia has also offered 2 S500 squadrons.... I think we must go ahead with this to make Kusha more dense, more dangerous....

S500 is no good , are not we have already ballistic missile defence program ?
Additional S400 is ok that too only if india is able to manufacture its interceptor in india.
I hope india gets a deal with manufacturing of interceptor in india.

S500 provides S400 capabilities with additional BMD capabilities.... still I agree we have our own AAD and PAD systems that we should priorize in developing further but I feel getting additional just 2 squadrons of S500 is not a waste....
 
IF MOD have also given same priority to Ghatak program same as project kusha , it would have been way more better.
Ghatak alone would have create much needed deterence without a risk of life .
Sadly IAF doesn't take that much interest in unmanned system.
 
Why was S-400 never integrated with IACCS in the first place before even thinking of initiating it in combat operations?

It's already integrated with such Akash, s400 etc, but here writer reffering for wider range

Look at the Russia-Ukraine war—such defence systems are always among the top targets.

It is almost a thumb rule now: first, you destroy or suppress the air-defence infrastructure; only then can the air force safely enter the country. We have seen a similar example in the Israel-Iran war, where mostly Israeli 4th-generation fighters were firing stand-off weapons from a safe distance without having to enter deep into Iran.
Now, no air force can afford to take the risk if the other side’s air-defence systems are active and operational.

So always first Priority target will be such air defense systems

Better to go for three squadrons of the S-500 rather than buying additional S-400s, as was recently discussed between India and Russia

Its obvious it is the top target but considering that India is only just thinking of multi domain operations and this author is plainly stating the integration with IACCS has begun - just integrating it with Akash seems rather myopic.

You don't buy systems to operate them in isolation - IACCS issues on being only picture/not sensor-shooter ready have been highlighted for over 5 years.
Every one of your high end systems uses different datalinks so even if you put the BEL boxes right next to each system you are losing seconds on nodes getting the picture in - that is a problem driven by over-diversification which is not solvable unless you go rip out underlying arch.

Think about it - it took Sindoor to drive refurb(read relocate) of those 7-8 Achilles heel nodes on AFNET.
Your AEW is laughable for a budget and air force with both responsibilities and ambitions you have - barely have 1 Phalcon serviceable - the 2 Netra airframes you do have dont have range to match.
After 2019 some 400 BNETs from Israel were brought in but only patched 60% jets which still suffered EW issues - forget the whole fleet ambitions.
Even your homegrown BMD is nitpicked into IACCS feed.
All you have then is a picture - that too is patchy


After all of this - with proof that the simple small order for Tejas Mk1 took a DECADE and all you have is Air Marshalls making sheepish statements on TV.

Lets say you transform your culture overnight - files move at the speed of light-
Even then - I am very curious how

S-400s get Pantsirs and other cheap layer production systems at wartime rates?
Get S-400 or Pantsir ICD - so IACCS can actually drive a shot straight from a Western Air Command Node how NATO can do with a Patriot?
Able to mass AEW in a few years to compensate for picture loss from ground nodes?

If anything - Kusha is the smarter bet than Pantsir where even the OEM has struggled operationalizing them against protecting S-400s from drones.
One of the SMARTEST moves was to skip NASAMS and go to vshorads and qrsam.

But - the same usual hedging as well.

You dont need more S-400 or S-500 you need more things you control starting from the board.

IACCS can display a track. Not fire control or "everything except Spyder is under IACCS".

I agree that networking and integration are at least as important as the individual systems. But I think the argument is being pushed too far when it assumes that IACCS is merely a “picture” and that India has no meaningful integration.

The PIB has explicitly stated that during Operation Sindoor, Akashteer was operational and connected with IACCS, creating a real-time common air picture and enabling the use of offensive and defensive weapons.
So the more accurate question is not whether India has started building an integrated network—it clearly has—but how deeply the different systems are integrated into it. The exact sensor-to-shooter interfaces of systems such as S-400 are understandably not publicly disclosed.

I would therefore agree with the basic criticism: simply adding more high-end systems without strengthening the common architecture, sensors, communications, EW and layered protection would be inefficient.
But that doesn't automatically make S-400/S-500 a bad choice. The real requirement is both: capable high-end systems and an increasingly indigenous, common command-and-control architecture connecting them. Akashteer-IACCS integration is evidence that this process is already underway, rather than something India is only beginning to think about now. .
