There is no Indian policy banning handshakes with Pakistan. It depends on the situation and mood. Pakistan needs to decide whether to keep waiting for India’s response each time or take a clear, self-respecting position.Nobody is criticising the Pakistani minister for shaking hands with an Indian.
However, why would the Indian official offer a hand to a Pakistani official, given that the same Indian government instructed Indian cricketers to not offer a hand to Pakistani cricketers? It is an odd contradiction in policy.
