USA is retreating to America continent, as part of this stage of empire decline.

of course there is no known technology to do that.

So Latin America is not even "ally" of USA, what is then?

I think ionosphere handling technology is from 90s/00s when computers were fast enough to allow calculations.

Likely one of first suspicious weather handling was Mitch hurricane in Central America 1998, and piezoelectric vibing, it was Sumatra earthquake and tsunami 2004.
