What’s that supposed to mean? People of Pakistan can’t protest outside military installations because they consider it as "attacking" them. But then people of Pakistan can’t protest outside their Parliament House, PM House, or President House either. What’s the justification here?

No, to judge the level of exaggeration or honesty in the claims of the numbers of casualties being made. Some figures claimed have been alarmingly high, and hence worthy of being examined further.
