The PTI on Sunday demanded the formation of a judicial commission to probe the rigging allegations made by the former Rawalpindi commissioner.

Another layer of controversy was added to the already disputed Feb 8 elections on Saturday after Rawalpindi Commissioner Liaquat Ali Chattha accused the Election Commission of Pakistan (ECP) and Chief Justice Qazi Faez Isa of involvement in ‘rigging’ — a claim denied by the electoral watchdog and the top judge.

These allegations came almost a week after the polls on a day when PTI and other political parties decided to kick-start their nationwide anti-rigging campaign, claiming they were deprived of their mandate through “massive rigging”.

The commissioner, who has now been transferred to the Services and General Administration Department (SGAD) in Lahore, was scheduled to hold a press conference regarding the Pakistan Super League (PSL) arrangements at the Rawalpindi Cricket Stadium. But instead of the presser, he had an informal chat with reporters in which he made the startling claims.

According to Chattha, he was disclosing the information about alleged irregularities in the election on the call of his conscience. He also accused CEC Sikandar Sultan Raja and Chief Justice Qazi Faez Isa of being a part of the “rigging plan”.

He said that he had decided to resign and took responsibility for supervising the theft of public mandate by changing the results of 13 National Assembly constituencies in six districts of Rawalpindi Division.

He said that he had decided to resign and took responsibility for supervising the theft of public mandate by changing the results of 13 National Assembly constituencies in six districts of Rawalpindi Division. Chattha alleged the candidates who were “losing” the elections “were made to win” and that the process to justify the manipulated results was still going in “an organised manner at some offices”.

Both the CJP and the ECP rejected the allegations, with the former saying the Supreme Court only dealt with election-related petitions.

In a press conference in Islamabad today, PTI leader Gohar Ali Khan said that the party had “struggled” for elections in the country. He said that the party made efforts for having free, fair and timely elections in the country where everyone was granted a level-playing field.

He then lamented how efforts were made to keep the party out of the electoral arena. “But you all saw how on Feb 8 people heeded Imran Khan’s call and turned out in huge numbers to vote.,” he said.

Gohar said that the PTI had won “180 seats” in the National Assembly; 42 seats in Khyber Pakhtunkhwa, 115 in Punjab, 16 in Sindh, and four in Balochistan.

However, he went on to say that the party’s success was not reflected in the results of the Feb 8. “We were given one seat in Balochistan, three are due. In Sindh, we did not get a single seat, they are all due. In Punjab, around 50 seats are due.”

He further asserted that after the votes cast on Feb 8 were counted, there was a deliberate delay in announcing the provisional results.

“An our majority in Punjab was diluted. Our majority in Sindh removed and the seats in Balochistan were also reduced. This is why, from day one, we have only one demand — that results be declared in accordance with the Form 45.”

Commenting on the allegations by Chattha, Gohar said the remarks had corroborated what the party had been saying all along.

“This is the first time a commissioner is raising his voice according to his conscience. And he said that he made sure candidates who lost were made to win while those who won were made to lose. This corroborates what we have been saying,” he said.

“That is why the PTI demands that a judicial commission is formed and an inquiry is conducted. And not just an inquiry, but those [involved] should be made to join the inquiry,” he said, adding that the report of such an inquiry should also be shared with the people.

In response to a question, Gohar asserted that the party was not calling for the resignation of the chief justice.

Omar Ayub Khan, the PTI’s candidate for prime minister, asserted that the party would form governments in the Centre and the provinces. He recalled how some had commented that the party would not have candidates or polling agents for the elections.

“We had the highest number of candidates who filed their nomination papers, polling agents were also present […] and PTI won 180 [NA] seats,” he said.

Omar said that the objective of party-backed candidates who won the Feb 8 polls would be to go to the assemblies and take steps for the release of Imran, Bushra Bibi, Shah Mahmood Qureshi, Pervez Elahi as well as women workers and activists.

Commenting on Chattha’s remarks, Omar noted that a commissioner was a “very important position”. He called for a fresh Form 47 to be issued in accordance with the results calculated in the Form 45.

He further said that the “rigging” carried out against the party was the “mother of all rigging” and was rejected by the party.

Regarding Chattha’s claims, Omar said that a judicial inquiry should be conducted involving independent judges. “And those who have been named by the Rawalpindi commissioner should not be a part of this inquiry.”

Noting that CJP Isa had been named, he called on the top judge to “not become a part of the Supreme Court bench”. He further said that there should be a free and fair judicial inquiry so that the people could see that one’s mandate could not be stolen.

In response to a question, he reiterated that the party desired an independent inquiry and that those “accused” by Chattha should not part of this inquiry.

Protests in Karachi, Peshawar

In Karachi, hundreds of PTI workers and supporters gathered outside the Election Commission of Pakistan’s Sindh office in the city’s Saddar area.

The protesters chanted slogans against the alleged rigging and demanded the judiciary and state institutions to intervene and fix the “flaws” in the results.

The charged crowd, including women and children, carried party flags and danced to the tunes of party songs.

They claimed that the mandate of Karachi was “stolen” on Feb 8 and that it could lead to “disastrous repercussions”, like damaging the democracy and affecting the parliamentary system.

The party’s Sindh chapter president, Haleem Adil Sheikh, and other senior leaders addressed the demonstration and vowed to keep raising their voices against the “rigged” elections“.

Any move to harass PTI leaders and supporters will not stop them from exercising their democratic right to protest, the speakers vowed.

In Peshawar and other areas of Khyber Pakhtunkhwa, PTI workers, including the newly elected lawmakers, staged rallies.

The rally in the provincial capital was addressed by PTI provincial president and chief minister-designate Ali Amin Gandapur and other leaders.

In his speech, Mr Gandapur said his party would not seek revenge but would reform institutions responsible for the “political witch-hunt” of his party workers and leaders.

“Reforms are necessary for the bright future of our children,” Mr Gandapur said, without specifying which institutions he aims to reform.

Amid cheers from the protesters, the PTI leader said those who resisted reforms would be punished as per law.

Holding a portrait of the PTI’s founder and former prime minister Imran Khan, he said that the party’s next government in KP would ensure rights for women and vowed to revive the Sehat Card health insurance programme.

PTI moves PHC for reserve seats

Party's plea maintains PTI a listed party, has right to reserve seats

The PTI filed a petition in the Peshawar High Court (PHC) on Monday seeking to be allotted reserve seats in the national and provincial assemblies.

The ECP was made a respondent in the petition, demanding candidates who submitted their nomination papers for reserve seats and were scrutinized to be adjusted on those seats.

According to the party's plea, the PTI was a listed party and had the right to reserve seats.

The petition stated that the candidates who sought tickets on reserve seats were PTI members; all of them also submitted an affidavit in this regard. The ECP cannot delist any party, only the Supreme Court has the power to do so, the petition stated.

The PTI also requested the court to fix the petition for a hearing today.

PTI sends Sher Afzal Marwat show-cause notice, asks for ‘unconditional apology’

The PTI has issued a show-cause notice to party leader Sher Afzal Marwat for his comment regarding former party chairman Barrister Gohar Ali Khan the previous night.

Today, the party told Marwat that he went against party policy and gave a statement which caused significant distress that could not be tolerated.

“You are required to tender an unconditional apology within two days. If your reply is unsatisfactory or you do not respond, further action will be taken as per party policy and rules,” the letter sent by PTI’s central secretariat said.

LAHORE: An anti-terrorism court issued an order on Saturday to continue legal proceedings against PTI founder Imran Khan in cases linked to the May 9 even in his absence.

During the hearing on Imran's temporary bail pleas in cases related to the arson at Jinnah House, Askari Tower, PML-N House and other locations, the court extended the bail till March 1.

ATC Judge Arshad Javed said the PTI founder does not have access to a video link and is not present on WhatsApp either, hence his attendance could not be recorded.

The court said that the Adiala jail superintendent is liable for contempt as he did not ensure Imran's attendance through electronic means and the hearing on bail pleas would have been delayed by several days.

PTI's intra-party poll nomination deadline closes

Barrister Gohar Ali Khan, nominated by PTI founding chairman for the slot of chairman, files nomination papers

Our Correspondent
February 25, 2024

The submission window for nomination papers in Pakistan Tehreek-e-Insaf's (PTI) intra-party elections came to a close on Sunday as the party gears up to take another shot at reclaiming its iconic ‘bat’ symbol.

The cutoff for filing nomination papers was set at 3 pm on February 25 (Sunday), according to the party’s schedule.

Barrister Gohar Ali Khan, endorsed by the founder chairman Imran Khan for the chairman position, officially submitted his nomination papers.

The 15-member panel, led by Omer Ayub and nominated by the founder chairman for central organisation responsibilities, also submitted his nomination papers.

Nomination papers for the chairman's role were submitted by Ashraf Qureshi from Sindh, Muhammad Aslam from Balochistan, and Naveed Anjum from Khyber Pakhtunkhwa (K-P).

Dr Yasmin Rashid, nominated by the incarcerated leader from Punjab, entered the race alongside Muhammad Khan Madni and Asad Hanif, submitting nomination papers for the panel of provincial organisation in Punjab.

Haleem Adil Sheikh and Khawand Bakhsh Ghulam Muhammad, nominated by the founding chairman for the organisation in Sindh, submitted nomination papers for two panels.

In Balochistan, Dr Muneer Baloch, also nominated by Imran Khan, witnessed competition from five other candidates who submitted their nomination papers and panels.

Syed Jafar Agha, Nawabzada Aminullah Jogezai, Dawood Shah, Syed Abdul Sadiq, and Babar Marghazani are among those competing for organisational roles in the province.

The organisation of K-P also witnessed active participation, with Ali Amin Gandapur nominated by Imran Khan.

The federal election commission of PTI appointed separate returning officers in the centre and provinces to collect nomination papers, streamlining the election process.

The intra-party elections for PTI nationwide are scheduled to take place on March 3.

It is pertinent to note that following a long legal battle and extensive hearings leading up to the general elections on February 8, the PTI faced a setback last month after the Supreme Court upheld the Election Commission of Pakistan's decision to deem the party's internal polls as "unconstitutional," resulting in the removal of its electoral symbol.

In a detailed verdict, the top court highlighted that while minor violations should not warrant the deprivation of a political party's election symbol, the omission of intra-party elections constituted a significant violation of both the law and the constitution.

As a consequence of the ruling, numerous party members were compelled to participate in the elections as independent candidates, adopting alternative electoral symbols. In addition, the PTI lost its entitlement to reserved seats.
