The key factor here would be if he entered Pakistan on a Canadian Passport with a valid visa, or not. Using visa free entry with a POC legally makes him a Pakistani citizen and subject to Pakistani laws within the country.

I don't think you are correct. He will be treated as a Pakistani citizen if he entered with a Pakistani Passport, not if the only passport he has is Canadian.

Hmmm. I thought Pakistan Origin Card (POC) is not necessarily Pakistani citizen?? I mean a POC holder is granted visa free entry but may not hold Pakistani passport and citizenship so technically treated as foreign national, right??

The POC allows bank accounts and real estate transactions precisely because legally the holder becomes a Pakistani citizen within Pakistan.

To be granted consular protections, one must use a foreign passport, and apply for, and get, a valid visa. Then you also cannot use bank accounts or do real estate transations.

Let me just say that I sought legal advice on the topic, and I am satisfied with my position as stated above. I always make it a point to get a visa and enter Pakistan, since the POC may expose the visitor to certain "issues", as this present case may also show. More details are needed about the person and their precise situation, of course.
