What Makes you think they did not?
The assumption is that qualified people were not part of PTI but that is not true.

VERY qualified people were brought in by PTI and IK under the promise to change a lot of things and they began those changed in many places in earnest -and those SAME very qualified people were first prodded by IK and his yes men category on holding back change because IKs electables were being impacted (with an irony of his establishment patrons both pushing for and against these qualified individuals depends on who had the audience and whose out of uniform relationships were asked for what) - until eventually IK openly started sabotaging and removing these qualified individuals- one can only wonder if it was purely an IK U-turn or prodded along with his mrs and benefactors.

Until what was remaining was a few qualified people still willing to stick it out but increasingly unsure of their manifesto - while the remaining of these qualified individuals called IK a two faced stubborn buffoon.

Whatever is left of PTI now has very little left in qualification and honesty but plenty of supercharged emotions and sloganeering which no longer has any substance.

Say this to IK supporters and they will change heaven and earth to support their murshid.
 
How will Imran Khan coming in to power will reset relations with the Taliban/TTP. The TTP want autonomous Tribal areas, they want army out of FATA pre 2001 level? Will Imran Khan withraw armed forces from the tribal areas, also ignore Taliban and TTP relations in order to bring peace.
A key variable to changing the dynamics in KPK and northern Baluchistan, via a vi Talibs will be the impression that the civilian leadership under Khan are really running things. This will give legitimacy to what comes next.

Build up the KPK police, similar to how Türkiye built up their Gendarmerie. SOF units, but also a lot of intel units. With the use of FPV drones and more HUMINT and sigint intel, the tempo of operations can overwhelm militant groups. Finally secure the border with the army and only allow crossing via designated points, after vetting. Use local knowledge to better vet who comes in and out of Pakistan.

Obviously we can’t allow smuggler militants to take over any of the territory of Pakistan, so we need a force that regain acceptability amongst the population, and extend the authority of the state, psychologically, so that we get actionable intelligence.

It’s a carrot and stick approach. Which is why this go around, it’s a carrot with very limited patience. Local PTI leadership, alongside local population leadership, working along with KPK police offer any militants to turn themselves in or leave the country. Once an area is secure, bring in investment to boost development, especially export earning revenue. Cutoff any illegal forms of revenue to the region in a transitional approach, over the years, as these value added domestic, export oriented industries grow.

When addressing the Talibs, Declare on day 1, the policies of KPK at set in Peshawar. Offer them an opportunity to trade but on a basis of respect of Peshawar’s writ over KPK. With the talib’s facing challenges from different groups, let them know that KPK can use alternative routes from Talib controlled lands to trade beyond them.

Considering how much grief IK got for meeting Putin, Putin can pay him back by supporting Pakistan in helping to fund a trans-Afghan rail corridor, via Central Asia to Russia, and ensure a steady transit trade revenue, IF the Talibs behave. Russians want access to warm water ports on the Arabian Sea. This is the opportunity to do so.

This is not about fighting the Talibs the old way, but fighting them in a Pashtun way; a “civil war”, with minimal casualties and more demonstrations of capabilities to win through intimidation, with one side surrendering and accepting the right to rule of the other side. Just this time with less naivety and patience. So no more amnesty, either permanent exile to Afghanistan for the unredeemable (that have been allowed to live as part of a peace deal) or adequate jail time for less serious crimes.

And for heavens sake, a fully secure and fully fenced and well defended border.

P.s. this is the time, 2026, the KPK police and FC in general should have an officers exchange or training course with the counter terrorism branch of the Turkish Gendarmerie. Especially in mountain warfare and how best to take out dug in cave systems up in those mountains, which the Turks have had to deal with. Precise and effective operations at tempo, which are quick and as discreet as possible are the best to not disrupt society and maintain local support. Lumber operations that displace large numbers of people alienate the population.

Also the belief that the police are accountable to the public will ensure any killed militants, by KPK police, don’t gain sympathy. Especially true if there are attentive economic opportunities these militants are blocking from arriving to area such as mining, dams, agriculture, light industry in the value added portion after mining.

PTI for its part should be asked to line up investors, to use development to pacify the most restive and most underdeveloped areas first.

I have said it many times over the years, that IK is better suited for the role of the presidency and not the prime ministership. He himself said something to the effect of being an inspiration to his cricket team and not a leader in the tactical sense. The role of prime minister, where one has to deal with the political noise as a tactic of flooding the discussion landscape to paralyze any action has shown he is bound to u turn out of exhaustion.

Considering he was allowed to come to power in 2018, in the hopes that he would motivate the public to bring up metrics such as the economy, and how without a plan things slowly devolved in many areas, it is the lack of planning that should be blamed for what occurred.

If we look at Trump’s second term and the chaos there and compare it to the outlined plan in project 2025, we see what an unrestricted prime ministership would mean, even with a road map laid out, in the face of special interests and local political struggles.

So any government that rules in Pakistan needs a clear project 2025 equivalent document, the backbone to stick to it, and the support from key stakeholders to not be forced to deviate from the plan.

For example, this distraction plan of creating we provinces is a dead end and a recipe for chaos. Alternative approaches need to be negotiated out in parliamentary committee, between the biggest proponents and biggest opponents, and create an acceptable framework for what kind of solution will not undermine national tranquility while address the issue as well.

Then the PTI can put its plan into its 5 year project 2025 equivalent document, for implementation upon assuming power. In the knowledge that it will not face the distractions of stakeholders and can be marketed in a respectful tone to public, not laced with ad hominems against other groups or parties. Just the plan and how to implement it, no hate just getting to work.

P.S. if the Field Marshall wants to stay on as some have said as a leader that guides Pakistan into an era of high and sustained development, then, IMHO, he would be best suited to consider this approach and create some kind of business like relationship with IK. If not friendly then cordial for the sake of the national good. Let IK serve out a 5 year presidency and let politics reset to a more stable and predictable norm. One that builds confidence amongst the public and foreign partners and investors.

Everyone in the world spit on Afghani and even India included as there are many Indian friends of mine who i have due to my education and work and they guys hate Afghani to core I mean they can't stand it and those ask me why you guys idiol these guys as they idiol Tata, Bajaj group, Steve Jobs, Parcha, Satya, and many others and my response was that the greatest leader of this gen mother was a Afghan and she give a birth to 3 highest mutant iq people which even Albert cannot compete with and one even made Japan and Germany border.
