Not that easy to just buy the subs, many relatively modern navies are just getting into subs after decades.

It is essentially creating a new arm of the navy, manning, getting volunteers (not everyone wants to serve on a sub), getting a long level of training , creating dedicated facilities, creating a submarine "culture" within the navy, setting up secure communications, finding the right type of submarine for your coast/sea. Subs are also very manpower intensive, and GCC is always short of manpower.

All in all, not an easy thing fr any Navy. For example Malaysia only got its first Submarine in 2009

I once read that Saudi Police has a secret unit which is trained by GIGN. Do you have any such news. I think I read on this very forum few years ago or may be somewhere on twitter someone mentioned like this.

That is true they had training in France they are paramilitary police..
