On October 1, 2024, Russian Federation will launch a new scale of indexation of recycling fee for vehicles. The government expects to suspend the growth of car prices predicted in this connection by the state support of domestic car assembly plants. Thus, Ministry of Industry and Trade has already announced the resumption of programmes to stimulate demand, namely preferential car loans and preferential car leasing.

Here it is worth note that in June, banks stopped issuing preferential car loans, as they exhausted the entire budget allocated for this programme. However, according to the press service of the Ministry, it has been decided to resume the programme of preferential car loans, and by the end of 2024, other 6.5 billion rubles will be allocated for its financing, while 8 billion rubles will be allocated for the programme of preferential leasing. In total, these measures are designed to further stimulate the sale of over 36 thousand cars. It should be reminded that under the terms of preferential car loan programme, basic discount is 20% (25% for residents of Far Eastern Federal District) of cost of car with an internal combustion engine.

The programme is valid for certain categories of citizens - medical workers, education employees, participants of the SMO and their family members, citizens with disabilities, as well as families with children purchasing a car in the FEFD regions. Specialists have already calculated that all LADA, VIS, UAZ, GAZ (GVW up to 3.5 tonnes) and Haval Jolion models (assembled at Tula Region plant) meet the requirements. Russian Government has approved the scale of indexation of vehicle utilization duty up to 2030​

After long and heated discussions at all levels, the issue of utilization duty for vehicles manufactured in our country and imported into the territory of Russian Federation has finally taken the form of legislative decisions. Government of Russian Federation has approved the long-term scale of indexation of the utilization fee for passenger cars, light commercial vehicles, trucks, buses, trailers and semi-trailers, as well as for some types of road construction equipment. The relevant Resolution will come into force on 1 October 2024 and will be in force until 2030, the press service of Ministry of Industry and Trade reports.

At the first stage, the rate of utilization duty for vehicles will increase by 70 - 85% on average and further it will be indexed by 10 - 20% from January 1st of each subsequent year. At the same time, the previous coefficients (approved by Resolution of Government of Russian Federation as of December 26, 2013, as amended by the Resolution of January 31st, 2024) will apply for the calculation of duty on vehicles imported into Russia before October 1st, 2024. But this is subject to submission of documents to the customs authorities no later than October 15, 2024. As for road construction equipment, the recycling fee for this category will be indexed from January 1, 2025, with the rate increasing by 15% annually. At the same time, for some types of special equipment, the production of which in Russia is still at the stage of development (in particular, excavators and backhoe loaders), there is a delayed indexation, which will come into force not earlier than 2026 and 2028.

Russian Ministry of Industry and Trade has promised to provide state support to domestic car assembly companies to ensure that the indexation does not affect the cost of equipment produced by them. Thus, for 2024, the ministry announced in advance a decision on additional financing of preferential car lending and preferential leasing programmes. It is also stated that the adopted changes will not affect the preferential coefficients valid for individuals importing a car with an engine capacity of up to 3 litres for personal use. In addition, the coefficients for calculating the amounts of salvage duty in respect of tractor units used for international transport have been adjusted.
