Don't think they are going for money from cut. I think the EU is talking about releasing those 300 billion or so Russian forex money EU is holding and release back into Europe and get whatever Ukraine want.
This can last another 3 to 4 years without any external contribution
Also, the plan was, for EU to send over existing stock to Ukraine and European military replace it with new stock, it's pointless to give Ukraine a bunch of money for equipment, they want it now, not 6 months down the road wait for it being made, I mean, of course you can buy the restock from some other state, I guess who you want to buy from is up to you.

Macron said in a press conference last week from the oval office that it's illegal under international law to give away seized assets. You can give away the interest you earn on seized assets but not the assets themselves.It's illegal so how is EU exactly going to give away billions in seized assets.

Again, it's NOT giving away seized asset.
That "asset" NEVER would leave the EU, EU basically confiscated it (Which is within their right to do) and put it back into European economic system to compensate for Russian own seizure, similar to how Russia seize EU and US asset at the beginning of the war. No Russian asset will ever be in Ukrainian hand (as they are not part of the EU). Basically EU as a whole will be act as a plaintiff and sue the Russian government for Russian own EU asset seizure. And then use the Russian asset as a compensation.
The asset would then be used to pay off any Military Equipment acquired by EU to replace the equipment they send to Ukraine.
By the way, the US already had passed law to do just that.

Another way is using the Russian Asset as a "security hold" kind of like security deposit to offer Ukraine a loan based on the interest payment for guarantee.
There are probably hundred of ways to use those asset without breaking international law, the question is will EU do that or how they would do it.
